Today "overpopulation" is coupled with resource consumption and scarcity of resources. Let's assume this to be true as it makes the solution of both problems quite simple.
Forgive me if I don't have the exact figures at the tip of my tongue but they will be close enough to paint the picture. Essentially around 1/6th of the world consumes 80% of the world's resources.- those are the wealthiest 15% of individuals.
If we need to cut resource use by say 50% overnight that means starting at the very top of that 15%.
