Disinformation is one of the Kremlin’s most important and far-reaching weapons. Russia has operationalized the concept of perpetual adversarial competition in the information environment by encouraging the development of a disinformation and propaganda ecosystem. This ecosystem creates and spreads false narratives to strategically advance the Kremlin’s policy goals. There is no subject off-limits to this firehose of falsehoods. Everything from human rights and environmental policy to assassinations and civilian-killing bombing campaigns are fair targets in Russia’s malign playbook.
Truth disarms Russia’s disinformation weapons. The Kremlin creates and spreads disinformation in an attempt to confuse and overwhelm people about Russia’s real actions in Ukraine, Georgia, and elsewhere in Europe. Because the truth is not in the Kremlin’s favor, Russia’s intelligence services create, task, and influence websites that pretend to be news outlets to spread lies and sow discord. Disinformation is a quick and fairly cheap way to destabilize societies and set the stage for potential military action. Despite having been exposed for engaging in these malign activities countless times, Russia continues to work counter to international norms and global stability.

DNC Counter Disinformation Program: Why it Matters
In 2016, Russian intelligence services deployed “active measures” online to attack the American presidential election – using bots, troll farms, fake accounts, disinformation, propaganda, and a massive “hack and dump” operation to divide Americans and support Trump Foreign and domestic bad actors took advantage of loose social media policies and political polarization to spread false news.
In addition, the 2020 election saw right-wing domestic trolls and Republican campaigns employ Russian tactics – engaging in elaborate disinformation, harassment, doxing, and voter suppression efforts ultimately culminating in the Big Lie and the 1/6 insurrection. Social media remains rife with misinformation and malicious actors, many determined to target Democratic candidates.
Recognizing this new reality, the DNC has established a team of analysts devoted to the task of identifying and countering bad actors targeting Democratic campaigns online. The team is aiding campaigns, state parties, and party committees to combat online disinformation and social media manipulation and is acquiring tools and devoting human resources to detect social media threats, educate party stakeholders, and develop strategies to help counter attacks.
What We’re Doing: DNC Counter Disinformation Intelligence Unit
The DNC has established a counter-misinformation unit within the DNC Technology team that serves as a knowledge base and intelligence unit aiding campaigns, state parties and party committees to combat online misinformation and social media manipulation. The team is engaging civil society, law enforcement, and social media platforms to identify, monitor, and disrupt these efforts. We are building and purchasing tools and devoting human resources to monitoring social media platforms, educating the Democratic ecosystem on the issue, working with campaigns to counter these tactics, and providing recommendations to interested parties on what they can do to help.

About Our Methodology
This online database provides information about tools currently available or in development to target online disinformation, particularly on social media.
We identified tools through web searches, articles that review tools and advances in this field, and discussions with experts (e.g., those involved in developing or funding tools). We collected the data primarily from company websites, and in some cases, news articles, industry assessments, or research papers. For each tool, we collected and filled in as much information as possible, but it was rare that we were able to fill in every field for a given tool.
We aimed to be as comprehensive as possible in identifying tools that fit our inclusion criteria and as accurate as possible in describing those tools. However, there are new tools emerging constantly and existing tools are being improved and further developed every day. To help improve our data, you can recommend a new tool for the database. Our team will review your submission and follow up as appropriate.

Disinformation affecting the EU: tackled but not tamed
About the report: Disinformation is a serious concern in organised societies. Social media and new technologies have increased the scale and speed with which false or misleading information can reach its audiences, whether intended and unintended. The EU action plan against disinformation was relevant at the time it was drawn up but incomplete. Even though its implementation is broadly on track and there is evidence of positive developments, it has not delivered all its intended results. We make recommendations to improve the coordination and accountability of EU actions against disinformation. We focus on the operational arrangements of the European External Action Service’s strategic communications division and its task forces. We recommend increasing Member States’ involvement in the rapid alert system and improving the monitoring and accountability of online platforms. We also point to the need for an EU media literacy strategy that includes combatting disinformation and taking steps to enable the European Digital Media Monitoring Observatory achieve its ambitious objectives.

The UN General Assembly has expressed concern over the proliferation of disinformation and has welcomed the efforts of the Secretary-General to promote international cooperation in countering disinformation. In response to that, the Secretary-General has submitted a report based on information and best practices shared by States, UN entities and others on countering disinformation.
In his report, Countering disinformation for the promotion and protection of human rights and fundamental freedoms, the Secretary-General describes the challenges posed by disinformation and the responses to it, sets out the relevant international legal framework and discusses measures that States and technology enterprises reported to have taken to counter disinformation.

Although he’s lost his mind completely just these last few years (utterly deranged by Trump and “COVID”), Chomsky’s “critical thinking” has been limited (to put it mildly) since the Sixties, when he first looked pointedly away from what was happening right in front of him, along with everybody else—just as, since then, he’s looked away from other major turning-points toward fascism of the not-so-friendly kind.

I can also tell you, from my own experience, that Chomsky held (and still holds) the same dismissive view of those of us who tried, for years, to publicize the problem of America’s abysmal voting system, and the thefts of the 2000 and 2004 elections.

Given that you were extremely skeptical of the polls from day one, what do you think contributed to the massive turnout for Trump, even as Biden saw an even more massive turnout? Or, to phrase the questions differently, why is nearly half the country continuing to support a dangerous charlatan leader with such a feverish passion?
