I suspect the REAL driver of this was from the very top down by governance Boards & Senior Executives who were generously bribed by our government, with our tax dollars, to play ball just as were the Airline industry, Universities, K-12 public schools, MSM, "Healthcare" institutions, etc. The vets downstream may have been true believers, but might as likely been bribed with financial incentives as were so many doctors and nurses at hospitals, or they may have just kept their heads down to keep their own jobs.
