Definitely, however, some of those that haven't been weeded out should eventually come to realize that they are a large part of the problem and will start to do something about it; at that point they, their families and everyone else will be seen to be at risk. If enough reach that point then the system of control will start to collapse. Until then the levers of state power will continue to be used against the people, instead of for the people.
